Our team of consultants meet with the NYPA membership weekly to bring our knowledge and cutting edge information to the table to assist facilities in making sound business decisions that positively affect their residents, employees and the overall facility.
Members are encouraged to actively participate and bring their experiences and knowledge to the conversation. We focus on advocacy, reimbursement, regulatory updates, and legal action when necessary. We know that our facilities highest priority are residents they serve, the people they employ, and the well-being of their operations.

With more than 14 years of experience serving our New York members, our team is dedicated to helping our facilities and our community.
Keith Chambery
Keith is the Executive Director with more than 30 years of experience in post acute care management. Keith holds an MBA from the Simon School of Business at the University of Rochester. Keith is also a licensed nursing home administrator.
Patrick Pullano
Patrick Pullano, a founding member of the firm Pullano and Farrow, LLP, provides counsel to a wide range of health care providers, including nursing facilities, assisted living facilities, hospitals, health systems, physician organizations, and individual health care practitioners. With 25 years of experience, Mr. Pullano regularly advises clients on a wide range of regulatory matters, including health care fraud and abuse issues, physician contracting issues, emergency treatment issues, privilege issues, and confidentiality, privacy, and security matters.
Robert Nasso
Rob is a Senior Counsel Member and co-team practice leader in the Rochester office of Bonadio & Co.. He serves as the relationship manager for many of the firm’s large healthcare clients. Rob is considered an expert in healthcare reimbursement and regulatory matters and is knowledgeable in all facets of healthcare delivery systems. He frequently meets with NYS regulatory officials, is active in numerous healthcare industry associations and presents at industry conferences.
Diane Frazier
Diane E. Frazier is a partner at the Elk Street Group LLC, a leading government relations firm in New York State. Diane is a practiced negotiator with twenty years’ experience specializing in representing clients in the healthcare, energy and telecommunications sectors. She possesses a comprehensive practical knowledge of New York Statutory law and provides her clients successful strategies to navigate complex legislative and regulatory matters across a broad spectrum of disciplines.
